No, a non-commissioned officer (NCO) in the Bundeswehr is not the same as a specialist non-commissioned officer. In the Bundeswehr, NCOs are divided into two categories: Unteroffiziere (NCOs) and Fachunteroffiziere (specialist NCOs). While both categories are non-commissioned officers, specialist NCOs have additional technical or specialized training in a specific field, such as medical, technical, or administrative roles. This specialized training allows specialist NCOs to take on more specialized responsibilities within their units. **

Typically, the artist retains the copyright to the artwork, unless otherwise specified in the contract. The commissioning party may have the right to display the artwork in a specific location or for a specific purpose, but the artist may still have the right to reproduce and distribute the work. It's important for both parties to clearly outline the rights and usage of the artwork in a written agreement before the commissioning process begins. **
